Why Does HMIS Exist? The information we collect shows Congress that we are spending federal money responsibly and also indicates further need. If there is a specific population that needs more help, such as homeless veterans, we may be able to obtain that through the data we've collected in HMIS. Without the data collected in HMIS, there isn't enough statistical proof for the need we are claiming. Congress wants to match dollars to numbers and consequences.
