10-YEAR PLAN:
Fargo’s 10-year plan to end long term homelessness, entitled "Going Home", was approved in August of 2006 with a 5-0 vote of the Fargo city commission. The ten year plan identified 38 specific action steps as being necessary to end long term homelessness in the community. Ten of these action steps were initiated in the first year, including the implementation of the Integrated Dual Diagnosis Treatment (IDDT) model at the Southeast Human Service Center, the development of a drop-in center and point of outreach facility.

Gladys Ray Shelter:  The Gladys Ray Shelter was opened in March of 2008. This emergency shelter serves clients who may not be able to access existing shelters for various reasons, including problems with past behavior or the existence of alcohol or mental health issues. The shelter is a 35-bed facility and is attached to a new and expanded detoxification facility. The shelter has been serving a large number of guests and staff members at the facility have been successful in securing housing for some of the most difficult to house individuals.

Cooper House:  The Fargo Housing Authority has developed a 42-unit permanent supportive housing facility called Cooper House, which opened in May of 2010.  Cooper House is designed to be a stabilizing next step in the lives of individuals who have frequented emergency shelters,  such as the Gladys Ray Shelter.  The efficiency and one bedroom apartments are rented to individuals experiencing chronic or long-term homelessness, many of whom have chemical dependency, mental health, or behavior issues.     

Wilder Study: Homeless data was collected in a Wilder Research Center survey that was conducted on October 22, 2009 in Fargo and Moorhead, Minnesota. This study is completed every three years and gives a snapshot of the people experiencing homelessness in Fargo and Moorhead on a single day. The results of the survey were released in October 2010 and indicated that the total homeless population in Fargo/Moorhead on the day of the survey was 763 persons, which is approximately 30% higher than the number found in 2006 and double the number found in 2003. 

Homeless Population Liaison:   Scott Stenerson, a 20-year veteran with the Fargo Police Department, retired as a sworn officer in late November, but will continue serving the Department and the City of Fargo on a part-time basis in a new position entitled Homeless Population Liaison.  This new position will allow the Fargo Police Department to continue it's collaboration with organizations and human service providers who seek to serve those experiencing homelessness.
